sGTM container can't be deployed

The most popular reason why the container can't be deployed is that we are getting errors from google:

Error: Fetching container from https://www.googletagmanager.com/ failed: Received HTTP status code 404.

That can be because of:
- sGTM container is deleted
- sGTM container not published
- You use the wrong configuration code
